Paraphrase of telegram from the Governor of Hong Kong to the
Secretary of State for the Colonies.
Dated 25th September, 1925.

Copies of this telegram (which refers to a telegram dated the 24th of September to the Foreign Office from Peking) have been
sent to Peking and Canton.
It must be realised by the British Government that if the policy of inaction continues Hong Kong ill probably be completely ruined and all British trade with South China probably lost.
One can only regard as remote the prospects of the Bolshevista being ousted by the Moderates in the absence of assist ance from outside. That the anti-Bolshevist feeling in China has been exaggerated by me is a view which I do not accept.
Anyhow, I submit that a suggestion on the lines of the first in my telegram of the 12th of September should be put to the Peking Government.
If the Peking Government will not agree the responsibility for the outrages on British subjects and territory which have been
fend continue to be) perpetrated by Canton must rest on them and we Hould demand compensation.
It would be possible for us to assist the Peking Government ithout its being avowed openly.
If the Boxer funds were used in this way, it would show
Bat we wish to use them for the benefit of Chine as a whole. I
ain suggest that this would be a wholly admirable use to which to put them.
